Ehsaas Tahafuz
Ehsaas Tahafuz is Pakistan’s first precision safety net. It is a patient centric programme that caters to one-time catastrophic health expenditures for those who lack the ability to bear the heavy expenditures.
Ehsaas Tahafuz covers the cost of pre-approved treatment packages.
Currently, Tahafuz is fully functional in the Holy Family Hospital of Rawalpindi to identify patients facing catastrophic health expenditures, who are not covered by Sehat Sahulat Card or are in hospital not enrolled in Sehat Sahulat programme.
Deserving patients are assessed by the system, and if eligible, are provided funding by allocating donations to the patient. To assist with this, a facilitation desk has also been set up at the hospital to identify the eligible beneficiaries for Tahafuz.
The eligibility of hospitalized is determined by using income, poverty profiling and determining how catastrophic expense is relative to income.
The programme is being expanded across 14 tertiary care hospitals of all provinces and federating units.
To manage paperless and seamless operations, a dedicated software is being developed for service requesting, service provisioning, funds allocation, and monitoring and evaluation. Special features are also integrated in the software to empower donors in terms of transparency, fund utilization and traceability.
Ehsaas Tahafuz represents a global innovation in health financing where a patient-level purchasing system has been developed at scale.
On March 31, 2022 the portal of Ehsaas Tahafuz has also been opened for empanelment of public hospitals under the programme. The programme currently covers around 900 treatment packages across 21 departments. There is also a flexibility to add new departments and treatment packages requested by empaneled hospitals.
